Despite its long history of refugee crises, Asia lacks effective refugee protection mechanisms. Most Asian states resist ratification of the international refugee laws, and many international organizations are ineffective and lack concrete legal and political approaches to protecting refugees. Asian civil society, particularly Asia Pacific Refugee Rights Network, collaborates to protect refugees by employing alternative frameworks. This paper argues that Asian civil society aims to challenge the nature of refugee protection in Asia. Instead of encouraging states to ratify the 1951 (...) Convention Relating to the Status of Refugees and 1967 Protocol Relating to the Status of Refugees, APRRN stimulates national-level implementation of refugee protection principles and practices from below. It engages its members in global decision-making by mobilizing and sharing resources with them. APRRN frames refugee protection as international human rights issue instead of as a national security concern. (shrink)

Cancer chemotherapy has been the most common cancer treatment. However, it has side effects that kill both tumor cells and immune cells, which can ravage the patient’s immune system. Chemotherapy should be administered depending on the patient’s immunity as well as the level of cancer cells. Thus, we need to design an efficient treatment protocol. In this work, we study a feedback control problem of tumor-immune system to design an optimal chemotherapy strategy. For this, we first propose a mathematical model (...) of tumor-immune interactions and conduct stability analysis of two equilibria. Next, the feedback control is found by solving the Hamilton–Jacobi–Bellman equation. Here, we use an upwind finite-difference method for a numerical approximate solution of the HJB equation. Numerical simulations show that the feedback control can help determine the treatment protocol of chemotherapy for tumor and immune cells depending on the side effects. (shrink)

At this time, the operation method of the number is called Seobeop. In this paper, by examining the Seobeop in the book of Hongbeomhwangeuk (洪範皇極) along with that in Choui, the numerological research will be carried out about the coincidence and difference between the Samjaeron (Three element theory) in theCheonbugeong and the Yin-Yang theory of Choui in the Seobeop. Philosophical orthodoxy holds that pains are mental states, taking this to reflect the ordinary conception of pain. Despite this, evidence is mounting that English speakers do not tend to conceptualize pains in this way; rather, they tend to treat pains as being bodily states. We hypothesize that this is driven by two primary factors—the phenomenology of feeling pains and the surface grammar of pain reports. There is reason to expect that neither of these factors is culturally specific, however, and thus (...) reason to expect that the empirical findings for English speakers will generalize to other cultures and other languages. In this article we begin to test this hypothesis, reporting the results of two cross-cultural studies comparing judgments about the location of referred pains between two groups—Americans and South Koreans—that we might otherwise expect to differ in how they understand pains. In line with our predictions, we find that both groups tend to conceive of pains as bodily states. (shrink)

For the last several decades, dispositional properties have been one of the main topics in metaphysics. Still, however, there is little agreement among contemporary metaphysicians on the nature of dispositional properties. Apparently, though, the majority of them have reached the consensus that dispositional ascriptions cannot be analysed in terms of simple counterfactual conditionals. In this paper it will be brought to light that this consensus is wrong. Specifically, I will argue that the simple conditional analysis of dispositions, which is generally (...) thought to be dead, is in fact an adequate analysis of dispositions. I will go on to discuss Mumford’s view of dispositions from the perspective of the simple conditional analysis of dispositions. (shrink)

The central theme of this paper is the dispositional/categorical distinction that has been one of the top agendas in contemporary metaphysics. I will first develop from my semantic account of dispositions what I think the correct formulation of the dispositional/categorical distinction in terms of counterfactual conditionals. It will be argued that my formulation does not have the shortcomings that have plagued previously proposed ones. Then I will turn my attention to one of its consequences, the thesis that dispositional properties are (...) not susceptible to intrinsic finks. This thesis was first advanced by me and has ever since stirred up a big controversy, endorsed by some philosophers like Handfield, Bird, and Cohen but rejected by others like Clarke and Fara. Against this background, I will remedy my defense of the impossibility of intrinsically finkable dispositions and then refute some of apparently powerful criticisms of it. And so the upshot is that it is much more reasonable to hold on to the thesis that dispositions are intrinsically unfinkable. This will have the effect of putting the dispositional/categorical distinction on firmer and more secure ground. (shrink)

In this paper I examine Salmon's response to two counterexamples to his conserved quantity (CQ) theory of causation. The first counterexample that I examine involves a time‐wise gerrymandered world line of a series of patches of wall that is absorbing energy as a result of being illuminated in an astrodome. Salmon says that since the gerrymandered world line does not fulfill his “no‐interaction requirement,” his CQ theory does not suffer from the counterexample. But I will argue that his response fails (...) both at a theoretical level and at a practical level. In so doing I point out a problem for CQ theorists' definition of a causal interaction. The second counterexample is concerned with a time‐wise gerrymandered world line of a series of patches that are in shadow, in Hitchcock's well‐known example. Salmon's response is based on a principle that Salmon thinks is derivable from the concept of a conserved quantity. However, I argue that the principle has a counterexample. (shrink)

The purpose of this study was to examine how employees’ experiences, in the wake of an organization’s downsizing, would influence employee–organization relationships and the employees’ decisions to remain with the organization. In investigating survivors’ responses to downsizing, informational justice was chosen as an antecedent of the survivors’ intentions to leave and Organization–Public Relationship (OPR) was hypothesized to function as a mediator between informational justice and turnover intentions. The results revealed significant associations between informational justice and OPR as well as associations (...) between OPR and turnover intentions in a downsizing context. Also, it was shown that OPR mediates the relationship between informational justice perceptions during the downsizing and turnover intentions after the downsizing. (shrink)

We live in an increasingly global, interconnected, and interdependent world, in which various forms of systemic imbalance in power have given birth to a growing demand for genuine pluralism and democracy. As befits a world so interconnected, this book presents a comparative theological and philosophical attempt to construct new underpinnings for the idea of democracy by bringing the Western concept of spirit into dialogue with the East Asian nondualistic and nonhierarchical notion of qi. The book follows the historical adventures of (...) the idea of qi through some of its Confucian and Daoist textual histories in East Asia, mainly Laozi, Zhu Xi, Toegye, Nongmun, and Su-un, and compares them with analogous conceptualizations of the ultimate creative and spiritual power found in the intellectual constellations of Western and/or Christian thought namely, Whitehead's Creativity, Hegel's Geist, Deleuze's chaosmos, and Catherine Keller's Tehom. The book adds to the growing body of pneumatocentric (Spirit-centered), panentheistic Christian theologies that emphasize God's liberating, equalizing, and pluralizing immanence in the cosmos. Furthermore, it injects into the theological and philosophical dialogue between the West and Confucian and Daoist East Asia, which has heretofore been dominated by the American pragmatist and process traditions, a fresh voice shaped by Hegelian, postmodern, and postcolonial thought. This enriches the ways in which the pluralistic and democratic implications of the notion of qi may be articulated. In addition, by offering a valuable introduction to some representative Korean thinkers who are largely unknown to Western scholars, the book advances the study of East Asia and Neo-Confucianism in particular. Last but not least, the book provides a model of Asian contextual theology that draws on the religious and philosophical resources of East Asia to offer a vision of pluralism and democracy. A reader interested in the conversation between the East and West in light of the global reality of political oppression, economic exploitation, and cultural marginalization will find this book informative, engaging, and enlightening. Background: Whenever there has been a worldwide contagious disease outbreak, there have been reports of infection and death of healthcare workers. Particularly because emergency nurses have contact with patients on the front line, they experience ethical problems in nursing while struggling with infectious diseases in an unfavorable environment. Objective: The objective of this study was to explore emergency nurses’ ethical problems and to identify factors influencing these problems during the outbreak of Middle East respiratory syndrome–coronavirus in Korea. Design and sample: (...) For this cross-sectional study, a questionnaire survey was conducted with emergency nurses working in six hospitals selected through convenience sampling from the hospitals designated for Middle East respiratory syndrome–coronavirus patients in the capital area. Methods: Data were collected from 169 emergency nurses in Korea during August 2015. Ethical considerations: This research was approved by the Institutional Review Board of G University in Korea. Results: The findings of this study suggest that during the Middle East respiratory syndrome–coronavirus outbreak, emergency nurses experienced ethical problems tied to a mind-set of avoiding patients. Three factors were found to influence emergency nurses’ ethical problems (in order of influence): cognition of social stigmatization, level of agreement with infection control measures, and perceived risk. Conclusion: Through this study, we obtained information on emergency nurses’ ethical problems during the Middle East respiratory syndrome–coronavirus outbreak and identified the factors that influence them. As found in this study, nurses’ ethical problems were influenced most by cognitions of social stigmatization. Accordingly, to support nurses confidently care for people during future health disasters, it is most urgent to promote appropriate public consciousness that encourages healthcare workers. (shrink)

This essay examines the structural position of Mengzi’s 孟子 heart of compassion within his theoretical goal of teaching moral self-cultivation. I first investigate Kim Myeong-seok’s account that views ceyin zhi xin as a higher cognitive emotion with a concern-based construal. I argue that Kim’s conclusion is not sufficiently supported by the text of the Mengzi, but is also tarnished by the possibility of constructing a noncognitivist counter-theory of ceyin zhi xin. Instead, I suggest that David Hume’s causation-based approach to sentiment (...) provides an alternative route to reach the theoretical core of Mengzi’s ceyin zhi xin. People’s uniform moral sentiment as the effect of mental causation implies that there is a natural cause universally engraved in the human heart. As Mengzi’s practical teaching of moral self-cultivation begins with recognizing this heart of compassion, his focus is placed not upon the characteristics of the expressed emotion, but upon the universal presence of its natural cause in the human heart which demonstrates our moral potential to care for others. Ideological indoctrination is explicit and pervasive in China, with the school curriculum used to mould the spirit and character of adolescents, fulfilling ideological and political purposes. But the exact content varies over time. Comparing two versions of textbooks published in 1997 and 2005, this paper depicts the continuities and change in the curricular discourses centred on the notion of ‘good citizen’. While keeping the official status of socialism and the Party leadership untouched, the new textbooks soften the presentation and packaging (...) of the ideological content, very much in tandem with the soft authoritarianism practised since the post‐Deng era when China has been deeply involved in the processes of marketisation, liberalisation and globalisation. The new textbooks also adopt a stance of greater reconciliation with human rights and global citizenship. While being granted more autonomy and rights, young citizens are still expected to shoulder the mission of national revival and socialist modernisation—very much derived from official policies.
